Louisiana Strengthens Special Education Systems After Federal Review

The Louisiana Department of Education will continue strengthening its special education systems following a 2024 review conducted by the U.S. Department of Education’s Office of Special Education Programs through its Differentiated Monitoring and Support process.

The review examined how Louisiana administers programs under the federal Individuals with Disabilities Education Act and identified several areas where state policies could be updated to better align with federal requirements. At the same time, federal officials recognized improvements made by the Louisiana Department of Education in recent years.

According to the federal report, Louisiana has increased staffing and expanded in-person monitoring activities while strengthening program oversight and fiscal management procedures to ensure compliance and responsible stewardship of federal funds.

The Differentiated Monitoring and Support process is part of routine federal oversight. It evaluates how states manage special education programs across four areas including monitoring and improvement, data systems, fiscal management and dispute resolution.

Louisiana’s review identified five findings across two of those areas. Federal officials did not identify any issues related to the state’s data systems or fiscal management processes.

The Louisiana Department of Education has already addressed and closed the finding related to monitoring and improvement after providing additional documentation showing how the state verifies correction of noncompliance. Work is underway to address the remaining findings connected to dispute resolution procedures.

Dr. Lauren Wells, executive director of Diverse Learners for the Louisiana Department of Education, said the department appreciates the federal review and partnership.

“We have made progress over the last few years, with only a few updates remaining,” Wells said. “Our focus remains on ensuring high quality services for students with disabilities and their families.”

Remaining updates include revisions to: - state complaint procedures - mediator training requirements - confidentiality practices during mediation - certain due process hearing procedures

Proposed policy updates will be presented to the Special Education Advisory Panel and later to the Louisiana Board of Elementary and Secondary Education for approval.
