Road District 2 Tax Renewal on Nov. 15 Ballot
Voters to decide on 10-year property tax renewal for road repairs
Road District 2 voters will head to the polls on November 15 to decide whether to renew a 10-year property tax that funds local road and drainage improvements.
The district, which covers nearly one-fourth of Avoyelles Parish, includes parts of three Police Jury districts represented by Ingrid Wilson, Allen Thomas, and Jacob Coco.
Not a New Tax — A Renewal at a Reduced Rate
The measure is not a new tax, but a renewal of the one first approved in 2016 and enacted in 2017.
| Current Tax | Proposed Renewal |
|---|---|
| 30 mills | 20 mills |
| Expires December 2026 | Begins January 2027 |
According to Avoyelles Parish Assessor Heath Pastor:
- The current 30-mill tax generated about $1.1 million this year
- Average of $850,000 per year over the last decade
- $40,000/year on road rock
- $10,000/year on drainage improvements
- Parish road & bridge total budget: $2.65 million
- Includes $600,000 for drainage parish-wide
Projects Completed Under the Tax
More than 40% of the district’s 144 miles of roads have been repaired or resurfaced.
Major projects funded:
- Desselle Crossing Bridge
- MP Cutoff asphalt overlay
- 90% resurfacing of Bayou DeGlaise Road
- 90% resurfacing of Big Bend Roadway
- Asphalt work in Simmesport and Moreauville extending toward Plaucheville
Other improved roads include:
Big Bend Road • East Yellow Bayou Road • MP Cutoff • Dufour Street • Lemoine Street • Cleo Street • Scary Woods • Hamburg Loop • Duplechain Road
Pipeline Revenue Expected to Boost Funding
A new pipeline near Simmesport will pay property taxes based on its high valuation — expected to boost district revenue for several years.
Quotes From District Leaders & Residents
“If people want to keep paving roads, they should vote for it. If they don’t think it’s worth it, then they can vote no.”
— Plaucheville Mayor & Road Board Member Terrel St. Romain
Some voters believe the tax is a small price for better roads:
- One homeowner said the tax costs him about $17 per year and is “worth it for a new road.”
Others feel property owners are carrying too much of the burden:
- Larger landowners may not support the added costs.
Police Juror Allen Thomas said:
“Let the voters decide.”
History of the Road Tax Vote
- In 2016, 3 of 4 parish road districts rejected their renewals
- District 2 voters approved theirs
- Supporters argue this enabled major infrastructure progress
- Opposition says the parish could use funds more efficiently
Election Day: Nov. 15, 7 a.m. – 8 p.m.
Early Voting: November 1–8
📌 Key Question:
Will District 2 voters continue the momentum — or allow the tax to expire?
