Town of Evergreen Council Proceedings

The Mayor and Board of Aldermen of the Town of Evergreen met in a regular meeting on December 9, 2025 at the Evergreen Town Hall, 1008 Cotton Street, Evergreen, LA.

Mayor Wanda Clark called the meeting to order at 6:00 p.m.

Roll Call:
Present: Wanda Clark, Stephani James, Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason

The meeting was opened with a prayer led by Ananise Robinson and the Pledge of Allegiance to the Flag of the United States of America was led by Kathy Lemoine.

Motions Passed

1. A motion was made by Wade Reason and seconded by Kathy Lemoine to accept the previous month’s minutes as presented. Motion passed.
   Yeas: Stephani James, Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
2. A motion was made by Billy Lemoine and seconded by Wade Reason to pay bills as presented for the month of November. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.
3. A motion was made by Liz Mayeaux and seconded by Kathy Lemoine to introduce Amended Ordinance No. 2025-4RI – Annual Rate Increase. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.
4. A motion was made by Kathy Lemoine and seconded by Wade Reason to introduce amended Ordinance 2008-1 Mobile Homes and Mobile Home Parks. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.
5. A motion was made by Billy Lemoine and seconded by Wade Reason to adopt a resolution allowing the Mayor to submit a CWEF application for Water Main Replacement along La Hwy 29/115. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.
6. A motion was made by Billy Lemoine and seconded by Kathy Lemoine to adopt a resolution allowing the Mayor to submit a LGAP application for Sewer Lift Station Rehabilitation. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.
7. A motion was made by Kathy Lemoine and seconded by Wade Reason to accept the statement of accounts for the month of November. Motion passed.
   Yeas: Billy Lemoine, Kathy Lemoine, Liz Mayeaux, and Wade Reason.
   Abstain: Stephani James.

There being no further business, a motion was made by Kathy Lemoine and seconded by Wade Reason to adjourn. Motion passed.
