π£οΈ Village of Hessmer Council Meeting Highlights! π

The Mayor and the Board of Aldermen of the Village of Hessmer met in regular meeting.
The opening prayer was led by Mayor Robbie Dauzat, and the Pledge of Allegiance was led by Keith Moras.
Roll call:
Present: Mayor Robbie Dauzat, Ashton Dauzat, Dustin Moreau
Absent: Jason Starkey.
Motion by Ashton Dauzat and seconded by Dustin Moreau to approve the previous month's minutes. Passed unanimously.
Motion by Dustin Moreau, seconded by Ashton Dauzat to accept the October bills as presented. Passed unanimously.
Motion by Dustin Moreau and seconded by Ashton Dauzat to approve the Financial Statements and budget to actual reports as presented. Passed unanimously.
Motion was made by Dustin Moreau and seconded by Ashton Dauzat and passed to amend Ordinance #44 concerning the future ban on mobile homes in the city limits of Hessmer. Permits for any mobile home replacement must be obtained at Town Hall prior to setup.
Mayor Dauzat reported on a number of events happening in Hessmer:

Cajun Santa Run will be November 22. Start time 8:00 a.m. at the Hessmer Gym.
- ποΈ Holiday Market at the gym set for November 29, 2025.
- π Hessmer Christmas Parade set for December 7, 2025, at 1:00 p.m. We encourage all businesses, team organizations, and elected officials to participate. We would like to invite any high school marching band to attend.
- π³οΈ Election Day is November 15, 2025. New polling area is at the Hessmer Gym.
Motion was made by Dustin Moreau and seconded by Ashton Dauzat and approved to accept Audit Engagement letter with Ducote and Company for the FYE 2024/2025 audit.
Brendon Gaspard, Town Engineer, reported:
- The FY23/24 CWEF was funded in the amount of $17,500.00. Thus far, we have replaced the chlorine Analyzer, upgraded the Chlorination system at the pump site, and provided power supplies to meters on water.
- FY 24/25 LGAP reallocated funds to the interior and exterior renovation to Town Hall and weatherproofing for the Town maintenance shed adjacent to Town Hall was approved. - House Bill 460 is awaiting full execution from the Treasury Department.
- FY2026-2027 application for sewer treatment in the amount of $2,000,000.00 was submitted and we ranked 2nd out of 42 severities of packages received.
Motion was made by Dustin Moreau and seconded by Ashton Dauzat and adopted:
Whereas, the Village has conducted a Risk and Resilience Assessment of its Community Sewer system and has developed an Emergency Response Plan for its Community Sewage System and Now therefore let it be resolved that the Emergency Plan is hereby for the signature approved by mayor and village council.
Motion was made by Ashton Dauzat and seconded by Dustin Moreau and adopted:
RESOLUTION BY THE VILLAGE OF HESSMER, LOUISIANA
WHEREAS, the Village of Hessmer has been informed that the State of Louisiana will be accepting funding applications through the Water Sector Program;
NOW, THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to submit a Water Sector funding application for Water System Improvements, including all understandings and assurances contained therein, and is directed and authorized to act as the official representative of the Village of Hessmer in connection with the application and to provide such additional information as may be required.
BE IT FURTHER RESOLVED, that the Village hereby obligates and commits, as part of the Water Sector Program application requirements, to pay a minimum 25% match of the Water Sector allocation.
BE IT FURTHER RESOLVED, that the Village hereby selects Pan American Engineers, LLC to provide engineering services for this project.

Corporation limit expansion has been tabled for next month as we are awaiting the necessary paperwork.
The Village of Hessmer is currently working on obtaining servitudes from landowners on Deshotel Lane to extend water main.
