Town Hall Meeting Minutes

Date: December 8, 2025

Time: 5:30 p.m.

Place: 4142 Bordelon Street, Hessmer, Louisiana 71341

The Mayor and the Board of Aldermen of the Village of Hessmer met in regular meeting. The opening prayer was led by Mayor Robbie Dauzat, and the Pledge of Allegiance was led by Keith Moras.

Roll Call:

Motion by Ashton Dauzat and seconded by Dustin Moreau to approve the previous months minutes. Passed unanimously.

Motion by Dustin Moreau, seconded by Ashton Dauzat to accept the November bills as presented. Passed unanimously.

Motion by Dustin Moreau and seconded by Ashton Dauzat to approve the Financial Statements and budget to actual reports as presented. Passed unanimously.

Ordinance for Annexation

The following Resolution for an Ordinance for Annexation into the Corporate Limits of the Village of Hessmer was introduced. Voting was as follows:
Motion was made by Jason Starkey and seconded by Dustin Moreau, abstaining from vote, Ashton Dauzat and passed.

Resolution
WHEREAS, a Petition for Annexation into the Corporate Limits of the Village of Hessmer has been presented to the Mayor;
NOW, THEREFORE BE IT RESOLVED, that an Ordinance Annexing Approximately 11.002 Acres of Land into the Corporate Limits of The Village of Hessmer, Louisiana is hereby introduced by the Mayor and Village Council; and,
BE IT FURTHER RESOLVED, that contingent upon Certification of Registered Voters by the Avoyelles Parish Registrar of Voters and Certification of Valuation by the Avoyelles Parish Assessors, a public hearing to discuss said Ordinance will be held at 5:15 pm on Monday, January 12, 2025; and,
BE IT FURTHER RESOLVED, that consideration of adoption of said Ordinance will be entertained by the Mayor and Village Council on Monday, January 12, 2026; and,
BE IT FURTHER RESOLVED, that the Village Clerk is hereby authorized to publish the required Notice(s) of Public Hearing pertaining to said Ordinance. Passed, approved and adopted this 8th day of December, 2025.

Mayor Dauzat thanked everyone who participated in the Hessmer Christmas Parade. It was a huge success. Special thanks to the Hessmer Police Department, the Sheriff's Department and Fire Department for their continued support in an effort to keep everyone safe. 🎉

With an LGAP grant being awarded, we will soon be beginning renovations at town hall.
Water Superintendent Keith Moras reported that they have completed repairs to two service lines under the highway that were leaking.

With no further business to discuss, motion was made by Dustin Moreau and seconded by Ashton Dauzat to adjourn the meeting.
